ATLANTIC INTRACOASTAL WATERWAY SAFETY ZONE

HORRY COUNTY, SC

The Captain of the Port Charleston (COTP) has established a temporary safety zone on all waters of the Waccamaw River from Atlantic Intracoastal Waterway (AICW) statue mile 375 near Enterprise Landing and AICW statue mile 366 near Fantasy Island Bridge, and along the Waccamaw River between Sandy Island and Barefoot Landing. Entry of vessels or persons into this zone is prohibited unless vessels proceed at speeds that do not create a wake. State and Federal authorities have determined that wakes from vessels transiting the area create increased hazards associated with high waters present in the area.

This rule is effective from August 4, 2020, through August 18, 2020, or until waters recede and conditions allow for safe navigation, whichever occurs first. The duration of the safety zone is intended to protect personnel, vessels, and the marine environment while this area experiences high water conditions.

SECTOR CHARLESTON

PORT CONDITION 4

At 0800 EST on August 4, 2020, Coast Guard Captain of the Port (COTP) Charleston set Port Condition 4 for coastal South Carolina. Ports are open and all Hurricane Isaias related restrictions are lifted.

Due to potential effects from Hurricane Isaias throughout coastal South Carolina, mariners are urged to transit with caution considering the possibility of Aids to Navigation discrepancies or other hazards to navigation. If discovered, please report any of these issues to the United States Coast Guard.

PORT CONDITION ZULU

At 0800 EST on August 3, 2020 Coast Guard Captain of the Port (COTP) Charleston, South Carolina set Port Condition ZULU for coastal South Carolina. Threatening winds (34 kts/39 mph) from (tropical storm/hurricane name as appropriate) are possible along the coast of South Carolina within 12 hours.

Port Status: CLOSED. All port waterfront operations are suspended except final preparations previously approved by the COTP in which are necessary to ensure the safety of the port and facilities.

Commercial vessel operators and owners of recreational boats remaining in port are responsible for ensuring their vessels are secured at berth and will not pose a hazard to surrounding vessels, the navigable channel, or the environment.

PORT CONDITION YANKEE

At 1600 EST on August 2, 2020 Coast Guard Captain of the Port (COTP) Charleston, South Carolina set Port Condition YANKEE for coastal South Carolina. Threatening winds (34 kts/39 mph) from Hurricane Isaias are possible along the coast of South Carolina within 24 hours.

Port Status: Coastal South Carolina ports are open to outbound vessel traffic only. Commercial inbound vessels are restricted from entering the port, and are advised to seek an alternate destination unless expressly authorized by the COTP Charleston or a designated representative.

All oceangoing commercial vessels and oceangoing barges greater than 500 gross tons currently in port should make preparations to get underway at this time. Vessels authorized by the COTP to remain in port shall, in accordance with their safe mooring plan, take appropriate precautionary measures to secure their vessels.

Facilities shall follow their approved heavy weather plan and take all necessary precautions to adequately prepare for the forecasted conditions. Appropriate container stacking protocols must be finalized.

Pleasure craft are advised to seek safe harbor. Commercial vessel operators authorized by COTP to remain inside Sector Charleston’s Harbor’s, and recreational boat owners, should ensure their vessels are secure at berth and will not pose a hazard to surrounding vessels or the environment. Mariners are reminded that drawbridges may not operate when sustained wind speeds reach 25 mph or when an evacuation is in progress.

Port Condition ZULU will be set within 12 hours of expected tropical storm force winds. Future Port Conditions are set contingent upon the storm’s course and speed. Should the storm increase in forward speed, Condition ZULU may be set sooner.

At 1400 EST on August 1, 2020 Coast Guard Captain of the Port (COTP) Charleston, South Carolina set Port Condition X-RAY for coastal South Carolina. Threatening winds (34 kts/39 mph) from Hurricane Isaias are possible along the coast of South Carolina within 48 hours.

All oceangoing commercial vessels and oceangoing barges greater than 500 gross tons are to finalize plans for departing the port prior to the storm's arrival. Vessels unable to depart within this timeframe must immediately contact Coast Guard Sector Charleston and submit a written safe mooring plan to be reviewed and accepted by the COTP. Vessels bound for this port, which are unable to depart 24 hours prior to threatening winds making landfall, are advised to seek an alternate destination.

Pleasure craft are advised to seek safe harbor. Commercial vessel operators authorized by the COTP to remain inside Sector Charleston’s harbors, and recreational boat owners, should ensure their vessels are secure at berth and will not pose a hazard to surrounding vessels, the navigable channel, or the environment. Carolina set Port Condition WHISKEY for coastal South Carolina. Threatening winds (34 kts/39

mph) from Hurricane Isaias are possible along the coast of South Carolina within 72 hours.

All oceangoing commercial vessels and oceangoing barges greater than 500 gross tons are to

review plans for departing the port 24 hours prior to the storm’s arrival. Vessels unable to depart

within this timeframe must immediately contact Coast Guard Sector Charleston and submit a

written safe mooring plan to be reviewed and accepted by the COTP. Vessels bound for this port,

which are unable to depart 24 hours prior to threatening winds making landfall, are advised to seek

an alternate destination.
