Coastal SOUTH Carolina | Operational Bridge Closures
Due to the projected path of Hurricane DORIAN and the evacuation of Coastal South Carolina counties, all draw bridges are anticipated be closed to marine traffic beginning at 6:00 P.M. on September 03, 2019. Mariners are urged to prepare and plan transits accordingly.

PORT CONDITION X-RAY
Effective 1600, 2 Sep 2019, the Coast Guard Captain of the Port (COTP) Charleston has set Port Condition X-Ray due to the expected arrival of tropical storm force winds of 39 mph from Hurricane Dorian within 48 hours. While the Port of Charleston has increased its readiness for heavy weather, it is currently open to all commercial traffic and all cargo operations may continue. We will continue to evaluate updated weather models and balance the risk to the Port with the need to move commerce and potentially support impacted areas of the Southeast.
All oceangoing commercial vessels and oceangoing barges greater than 500 gross tons shall finalize plans for departing the port 24 hours prior to the arrival of tropical storm force winds or be specifically authorized to remain in port by the COTP. Vessels unable to depart within this timeframe must immediately contact Coast Guard Sector Charleston and submit a written heavy weather mooring plan to be reviewed and accepted by the COTP. Vessels bound for this port, which are unable to depart 24 hours prior to the arrival of tropical storm force winds threatening winds are advised to seek an alternate destination.
Pleasure craft are advised to seek safe harbor. Commercial vessel operators authorized by COTP to remain inside Sector Charleston’s Harbor’s, and recreational boat owners, should ensure their vessels are secure at berth and will not pose a hazard to surrounding vessels or the environment. Mariners are reminded that drawbridges may not operate when sustained wind speeds reach 25 mph or when an evacuation is in progress.
Facilities are advised to review their heavy weather plan and take all necessary precautions to adequately prepare for the forecasted conditions.

Vessels intending to remain in port must immediately contact Coast Guard Sector Charleston.

SCPA ADVISORY: Hurricane Dorian 2019 Update #1
All terminals will be open and operating under normal hours tomorrow, Tuesday, September 3.
Due to Hurricane Dorian, the SC Ports Authority's marine terminals in Charleston and Georgetown will be closed Wednesday, September 4 and Thursday, September 5.
All terminals in Charleston and Georgetown will reopen Friday, September 6 at 0900. The Wando Welch Terminal (WWT) and the North Charleston Terminal (NCT) will operate normally on Saturday, September 7. WWT and NCT will also be open Sunday, September 8 0600-1700.
The SC Ports Authority's inland ports will be open and operating under normal hours throughout the week.

Job Summary:The Distribution Center Manager is responsible for all aspects of DC Operations. Ensuring a smooth and consistent operation so that products are located and distributed in an effective and efficient manner to satisfy customer requirements. Oversees high efficiency 150,000 sq.ft. automated distribution operation which includes a management team and up to 70 associates. Essential Duties/Responsibilities:Responsible for hiring, training, managing performances, conducting performance reviews and assisting with compensation analysis of the Distribution Center staff. Manage and implement all facets of process controls for cycle counting, inventory management, order processing, inventory receipts, picking, packing and shipping operations, as well as office and administrative responsibilities. Maintain a high level of accuracy (99.75%) for all inventory and outbound shipments. Operate in an efficient and cost conscious manner so that all corporate budget key initiatives are achieved. Produce performance reports and executive summary reports daily, weekly, and monthly. Provide operational reporting to include inventory, productivity, throughput and accuracy. Track productivity data and implement improvement programs for all of the facility’s shipping and packaging materials, equipment and supplies. Provide facility maintenance, budgeting and cost analysis. Communicate daily and ensure teamwork to improve service to all customers. Understand process improvement initiatives and create a culture of efficiencies through solid business decisions. Facilitate and schedule safety meetings to ensure compliance of safe work practices at all times. Maintain a clean and organized facility that is “tour ready at all times.
Job Qualifications: 5+ years’ experience in Distribution Center management/supervisorExperienced in Excel, Word, Power Point and WMS systems. Familiarity with AS400 a plus. Excellent analytical skills and previous track record of developing and implementing process improvements. Previous supervisory experience including managing employee relation issues. Maintain stable performance and poise in high stress situations. Excellent leadership and interpersonal skills is a must. Proficient in evaluating drayage and warehouse operational matrices. Ability to communicate both professionally and confidently. Ability to create employee loyalty and meet service levels while cultivating efficiencies. Education:Bachelor’s degree, preferably in Engineering, Supply Chain Management or Logistics

-Entrance Channel Contract 1: GLDD to resume hopper dredging in December 2019 when turtle window opens.
-Entrance Channel Contract 2: GLDD suction cutter dredge TEXAS currently dredging in AS 5. Hopper dredges will resume work under Contract 2 when turtle window opens in December 2019.
-Lower Harbor Contract to Wando Welch Terminal (WWT): Awarded 19 Aug to Norfolk Dredging. Anticipate dredging to start in October.
-Lower Harbor Contract to Hugh Leatherman Terminal (HLT): Anticipate solicitation November 2019 pending alignment of federal funding.

BRIDGE – US 701 Construction and Demolition
PCL Construction has completed construction of the new US 701 Bridge over the Great Pee Dee River North of Georgetown, SC near the Waccamaw National Wildlife Refuge. PCL Construction is currently in the process of demolishing the old bridge and anticipate completing project in November 2019.
BRIDGE – US 21 Harbor River Replacement
United Infrastructure Group (UIG) have completed the preparatory phase of the project and have constructed a 1000ft x 40ft barge causeway in Beaufort, SC. UIG is currently pile driving in marsh and anticipate a November 2021 completion.
BRIDGE – Shem Creek Pedestrian Walkway
Cape Romaine is near completion of the project; however, have extended their deadline to September 23.
CONSTRUCTION – Hugh K. Leatherman Terminal
Cape Romaine has completed dredging of the wharf area as of July 2019. They are currently driving piles until December 2019 and anticipate pouring first concrete September 2019. South Carolina Port Authority anticipate new cranes to arrive April 2020, while operations at project site will continue through June 2020. First ship will follow, TBD.

Where security controls are weak, criminals will quickly take advantage. According to a new report provided to InsideSources, the National Maritime Intelligence-Integration Office (NMIIO) and the National Strategic Research Institute (NSRI) are in the middle of a study on cyber risks in the maritime industry, spanning February 2018 to August 2019, which will be presented to the Director of National Intelligence and the National Security Council.
Cybersecurity is a serious issue for maritime industries. Major ocean carriers like Maersk and COSCO and ports like the Port of Los Angeles and the Port of San Diego suffered severe cyber attacks over the last few years, temporarily crippling their supply chains and, in some cases, bringing the flow of goods to a halt. In order for the maritime industry to really crack down on cybercrime, every link of the supply chain must augment its cybersecurity.
One of the biggest cyber risks within the maritime supply chain are third-party vendors, like contractors and software providers. It is important that the entire maritime supply chain should be up to date on cyber risks and cybersecurity initiatives. These initiatives include:
• Focus on coordinating responsibilities and Information-sharing strategies.
• Secure single-factor PIN electronic release systems or ‘ERSs’
• Monitor high value, untraceable commodities containers
• Secure EDIFACT messaging system
• Secure serial data on vessel networks
• Ensure third-party vendors are cybersecure
